What is Cybercrime Law?
UAE Law (Federal Decree Law No. 34 of 2021 on Combatting Rumours and Cybercrimes) provides a comprehensive legal framework which prohibits amongst other things, hacking which is defined as the unauthorized access, access in violation of the provisions of the license, or illegal access to or stay on an information system (IS), or a computer, or operating system (OS) of a device, machine, vehicle or information network and the like.
What is Cybercrime?
Cybercrimes encompass any unlawful acts or activities directed at individuals, institutions, or computer systems. These include, but are not limited to, cyber intrusions, electronic fraud, electronic blackmail, and similar offenses. The commission of such acts constitutes criminal conduct and is subject to legal penalties. Cybercrimes are distinguished by their novelty and complexity, evolving in tandem with technological advancements.
Guidelines for Reporting Electronic Crimes at Comprehensive Police Stations
1. Unauthorized Access to Systems of Institutions, Facilities, or Commercial Companies
In the event of a security breach in an organization‘s systems, the following steps should be adhered to:
- Refrain from manipulating hacked devices or systems or attempting to restore data through improper methods; leave the device as is.
- Disconnect the Internet from all devices within the affected organization.

- Visit the nearest Police Station

The individual reporting the incident should promptly file an electronic report without delay to facilitate subsequent legal actions.

Upon completion of the necessary procedures, the case will be transferred to the Criminal Investigations Department, Cybercrime Section.

Specialists from the Cybercrime Section will contact the reporting party to finalize the legal procedures associated with the report
2. Securing Hacked Personal Accounts
In case of personal accounts breach the following measures must be taken:
- Never respond to the hacker.
- Avoid attempting to regain access to the account through improper methods.

- Visit the nearest Police Station to Open a Criminal Report.
- Once you have filed your report through one of the channels listed above, the case will be transferred to the Criminal Investigations Department, Cybercrime Section, and specialists will contact you to finalize the legal procedures associated with the report.
