The Ras Al Khaimah Police Training Center recently hosted an educational workshop on crime scene management for 25 officers and personnel. The workshop was led by Lieutenant Colonel Abdullah Yousef Al Ali, Head of the Crime Scene Section, and Major Ahmed Yousef Al Awadhi, Manager of the DNA Branch.
The workshop aimed to raise awareness about the critical processes involved in crime scene operations, emphasizing the importance of accurate evidence collection and the organization of work procedures at various stages of the investigation. The lecturers highlighted the roles and responsibilities of the crime scene team and the importance of collaboration with business partners to achieve optimal results in identifying perpetrators and minimizing the exclusion of evidence. They also stressed the necessity of preserving evidence and preventing any loss or contamination at the crime scene.
The presenters outlined the protocols for authorized personnel to access the crime scene and the responsibilities of the first responders, which include promptly securing the site, adhering to health and safety guidelines, and preserving the integrity of the scene. They emphasized the importance of proper behavior in handling pieces of evidence and ensuring that no items are moved or removed without authorization. Additionally, the workshop covered the procedures for documenting entry points, taking notes and information from those present, and formally handing over the site to the crime scene team.
The workshop also detailed the controls for transporting pieces of evidence from the crime scene. These controls aim to ensure the correct preservation and storage of seized items, maintaining their integrity for inspection. The process involves identifying the pieces of evidence under the supervision of the Public Prosecution and the crime scene team, quickly transporting perishable items to the relevant authorities, and moving physical evidence to a secure location according to established protocols.
Moreover, the lecturers explained the responsibilities of the examination authorities, which include preparing technical reports and sending them to the competent authorities, retrieving evidence after examination, and returning evidence if no report is filed or if a waiver is granted. The workshop emphasized the importance of an integrated administrative system related to health, safety, environment, and quality in crime scene management.
