Brothers annually we go through two important occasions that are dear to everyone for the direct relation they have with people\'s life generally and for role they play in protection of their property and their lives and alerting them about the dangers that surround them as a result of negligence and seek to prevent them on permanent basis. Dear brothers, The Civil defense men all throughout the world perform an important dignified task in terms of their humanitarian feelings by guarding the community from dangers and preserving the lives and dignity of the people. This day is an international day celebrated by the member states of the International civil defense organization in recognition of the efforts of the civil defense authorities to maintain the safety and integrity of the communities from the risk of natural and man-made disasters, so it was decided that it would be celebrated on 1st of march every year. the main objective of this celebration is to note and commend the significant role played by the civil defense authorities and its staff and at the same time to emphasize that the natural and human disasters today had become an international problem beyond the administrative boundaries of states. Dear brothers, In tandem with what we had mentioned of an important occasion we also go through in this month with another occasion of not less importance than (International day of civil defense) namely (GCC traffic week) and we prepare to celebrate it every year on such a time , and this occasion is comparable to its counterpart as it also relates to life and property , so we prepare for it with same readiness whether at the level of Police GHQ\'s represented by traffic management and licensing departments or even at the level of Ministry of Interior in general. Traffic safety in its broad sense is aimed at adopting all the plans, programs, traffic regulations and preventive measures to limit or prevent traffic accidents in order to ensure the safety of humans and their property and to preserve the country\'s human, economic and security components. Here we have to register our testimony for history that our wise government represented by H.E.H Sheikh Khalifa bin Zayed Al Nahyan – May Allah Protect Him – had sought to provide all the safety and security requirements and all that is new and related to people\'s lives both in civil defense field and in the field of traffic safety. And the ministry of interior led by H.E Lt.General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, did not flinch from applying the concept of safety and security as a reality of life in all its details in order to preserve the human who is the very essence and basis of life, progress, prosperity and construction. So it proceeded to apply the concept of safety and security as a formula of concrete action that preserves people of their lives and maintain their property, and it sought every effort to provide all of the tools provided by science that can assist in solidifying this humanitarian methodology. Dear Policemen, Which is of very concern to us is that the fatal accidents are still claiming the lives of people because of their recklessness and lack of discipline, and the main reason for that is speeding or jumping traffic signals in general and also recklessness and risk-taking by some irresponsible youth, whom intentionally cause harm to themselves and others by their recklessness, this is in regard to traffic safety. And on the other side it is certain that negligence in every minor or large details may cause dire consequences in many of the civil defense cases such as fire and others , So we must always remember that paying attention and being cautious may help us to avoid lots of problems and crisis situations.
